Strengthening early warning and early action systems for meteorological, hydrological and climate extremes

Call summary :

Purpose:
The project aims to strengthen national capacities and coordination for climate, weather, and hydrological services in Somalia.

Outcome:
1. Improving regional services to support countries to provide effective EWS (Early Warning System).
2. Strengthening regional coordination and cooperation for effective EWS and climate services

Output:

National Output 1: National Meteorological and Hydrological Services service delivery improved, including the development of long-term service delivery strategies and development plans.
1. Partnerships formulated to provide improved climate services.
2. Advisory services/technical specifications for critical elements of hydrometeorological systems meeting WMO (World Meteorological Organization) standards.
3. Donor coordination meetings to support development of integrated investment plan.

CREWS (Climate Risk Early Warning Systems) Output 2: Risk Information to guide early warning systems and climate and weather service developed and accessible.
4. Undertake a comprehensive national-level multi-hazard prospective and probabilistic risk assessment for Somalia, encompassing the quantification of losses resulting from floods and droughts across various types of exposure. Conduct 2- 3 PRA workshops at national level.

CREWS Output(s) 3: Information and Communication Technology, including common alerting protocol, strengthened.
5. To operationalize improved data management system in Somalia.
6. Data and warning products issued within international standards and protocols.
7. To standardized process, and roles and responsibilities of all organizations generating and issuing warnings established and validated by the National Emergency Operations Centre /Multi-hazard Early Warning Centre in Somalia and all actors involved in.
8. To develop protocols in place to define communication responsibilities and channels for technical warning services.

CREWS Output(s) 4: Preparedness and response plans with operational procedures that outline early warning dissemination processes developed and accessible.
9. To develop operational plan (report) for the National Emergency Operations Centre /Multi-hazard Early Warning Centre in Somalia.
10. Agreements and interagency protocols established to ensure consistency of warning language and communication channels handled by different agencies.
11. The warning center staffed at all times (24 hours per day, seven days per week).
12. Plan implemented to routinely monitor and evaluate operational processes, including data quality and warning performance.

CREWS Output(s) 5: Knowledge products and awareness programmes on early warnings developed.
13. Conduct National Workshop in coordination with UNDRR ROAS (Regional Office for the Arab States) and National focal point to strengthen the development and delivery of services for EWS in Somalia.
14. Develop web-based Integrated FloodDrought Warning System/dashboard for flood monitoring with customized GIS (Geographical Information Systems) tool for real time dissemination of forecast, inundationDrought maps, inundationdrought library including development of dashboard for query-based generation flooddrought warning/flood inundation and drought maps for all stakeholders.

CREWS Output(s) 6: Gender-sensitive training, capacity building programmes provided.
15. Capacity development / training workshops for Somali counterparts in priority technical areas (observation, data management and analysis, meteorological and hydrological forecasting).
16. Develop a guidance document on mainstreaming gender and access to services by disadvantaged or underrepresented groups.

Resources:
USD 180,000

Elements specific to the project that the grantee should know:
• Activities of the project are on ground and requires travel to Somalia.

Budget and administrative-related aspects:
The duration of the proposed project cannot exceed 18 months. The maximum amount requested from UNDRR for the implementation of this project cannot exceed USD 180,000. The project proposal must not exceed 10 pages (attachments such as scanned copies of entity’s registration, CVs of staff etc. do not count)...
