2. Purpose and Objectives

Purpose

This Call for Proposals is intended to build partnerships with Civil Society Organizations in im-plementing the SIAP SIAGA Program—Program 5.2: Strengthening Disaster Resilient Villages (Destana) through the following Activities: Capacity Building of Village Facilitators/Assistants for the convergence of Climate Change Adaptation and Disaster Risk Reduction (API-PRB) in vil-lage development programs.

Specific Objectives
1.Capacity building of Village Facilitators to facilitate DRR-CCA convergence activities in the village development and empowerment programs
2.Strengthen Village Facilitator management and information for DRR-CCA related programs at the village level (Ref. Katalog Kesiapsiagaan BNPB)
3.Institutionalizing the Capacity Building for Village Facilitator of DRR-CCA by referring to the existing education and training mechanism and system (BNPB, KLH, BMKG, Kemendesa)
4.Promoting of community-based DRR-CCA knowledge and practices in Indonesia through collaboration between parties (academics, private sector, civil society organizations, forums, government).

3. Scope of Work
The submitted proposal should provide robust implementation strategy and key activities to achieve the objectives of the SIAP SIAGA’s program, with scope of work:
1.Identification of targeted village facilitators representing 7 development regions in Indone-sia (Sumatra, Kalimantan, Java-Bali, Nusa Tenggara, Sulawesi, Maluku, Papua). This should also target the Destana, Proklim, SLI, and KSB program entities, both under the coordination of the government and non-state actors.
2.Developing the Training of Facilitators (ToF) Working Plan as well preparing the training support tools
3.Facilitating the ToF for DRR-CCA referring to the DRR-CCA Module that SIAP SIAGA has developed.
4.Facilitating SIAP SIAGA’s implementing partners in Sub-national level for Community-based DRR-CCA activities (4 provinces: NTT; NTB; Bali; and Jawa Timur).
5.Collaborate or elaborate various modules and training materials related to the DRR-CCA (Destana, Proklim, SLI, KSB, Kemendesa, etc.) to support the ToF.
6.Share lessons learned and knowledge from community-level implementation to district and provincial governments for policy development and potential adoption.
7.Documenting the process, results, and monitoring of the ToF.
8.Advocating for institutionalization of the ToF DRR-CCA into the education and training sys-tem, which has village-based programs, such as BNPB, KLH, Kemendesa, BMKG, and Kemensos.
9.Operationalizing the principles of issues of Gender Equality, Disability, and Social Inclusion, as well as Local Community Knowledge into key activities of the ToF.
10.Ensuring adherence to accountability standards, safeguarding, and child protection throughout the project cycle.

4. Collaboration Framework
AIPM-SIAP SIAGA will partner with Civil Society Organizations (CSO) as an implementing part-ner at the national level. SIAP SIAGA’s partner will collaborate with CBDRM entities and network at the National and Subnational levels to achieve the program’s objectives. Collaboration strate-gies will optimize engagement, outreach, and scaling up this program. The Implementing Partner may cooperate with experts to provide technical assistance to achieve the program objectives in good quality.
Facilitating SIAP SIAGA’s implementing partners in Sub-national level for Community-based DRR-CCA activities (4 provinces: NTT; NTB; Bali; and Jawa Timur). Ensuring adherence to ac-countability standards, safeguarding, and child protection throughout the project cycle.

5. Geographic Focus Areas
This program covers the National level and reaches seven development areas: Sumatera, Kali-mantan, Jawa-Bali, Nusa Tenggara, Sulawesi, Maluku, and Papua.

6. Deliverables
The selected organizations are expected to produce the following outputs:
1.Registered Facilitators into Catalogue Kesiapsiagaan BNPB: https://katalogkesiapsi-agaan.bnpb.go.id/destana/fasilitator/
2.Updated module as necessary from the input of the ToF process
3.GEDSI rapid assessment – analysis report representing each region as the basis for strengthening the ToF design and to equip/complete the existing module.
4.Monitoring and Evaluation Report of ToF (Per Region)
5.Report on the handling of Gender-Based Violence (GBV) or Sexual Exploitation and Abuse (SEAH) cases in accordance with the existing referral mechanism in the project area; and a report on complaints and handling - only if incidents occurred as a direct consequence of project implementation.
